Pennsylvania Attorney General Dave Sunday marked the two-year anniversary of his office’s Organized Retail Crime Section on September 1, 2026, reporting more than 170 investigations opened, over 100 arrests, and 222 search warrants served since the unit’s July 2024 launch under Act 42 of 2023.
Statewide retail theft cases climbed 60%, from 27,840 in 2020 to 44,694 in 2024, according to data from the Administrative Office of Pennsylvania Courts cited in local reporting on the announcement. Bucks County alone saw an 84% increase in retail theft cases over the same period. The Organized Retail Crime Section’s investigations now span 50 of Pennsylvania’s 67 counties, with the AG’s office pointing to connections between some local theft rings and transnational criminal organizations operating out of China and South America.
The unit has pursued cases well beyond simple shoplifting, including a 450-card, $178,000 EBT fraud scheme in Allegheny County, a $50,000 fraudulent-purchase scheme across five counties using compromised Lowe’s accounts, and a $180,000 nationwide gift card fraud scheme targeting Dick’s Sporting Goods. “These are not isolated shoplifting and fraud operations,” Attorney General Sunday said. “These are organized, coordinated criminal enterprises.”
Nathan Smith, lead counsel for Walmart, said at the announcement, “This isn’t a problem we can solve alone. We appreciate the support from Attorney General Dave Sunday, local law enforcement, and leaders across Pennsylvania to combat the issue.”
Why it matters: Organized retail crime increasingly overlaps with the payment fraud merchants track directly, account takeover on retailer loyalty and store-credit accounts, gift card fraud, and benefits-card (EBT) fraud among them. Merchants operating in Pennsylvania, or working with law enforcement on multi-state theft and fraud rings, now have a two-year track record from a dedicated state unit to reference when reporting incidents or requesting support.
